As per Brahmanda Purana and Kurma Purana Lord Shiva gave Brahma dev the boon that he would take birth in eleven celestial bodies from the deity’s forehead and therefore the eleven partial manifestations of Lord Shiva known as Rudras emerged from Brahma dev's forehead during creation.
